CACI International Inc (NYSE: CACI) has announced it will serve as a technology partner to Oracle on a sweeping federal human resources IT modernization effort for the U.S. Office of Personnel Management.
The 10-year contract is valued at nearly $400 million and also includes Baker Tilly and Deloitte as partners working alongside CACI and Oracle.
The program, known as the Federal Human Resources Information Technology Modernization contract, aims to consolidate fragmented federal HR systems into a single, secure, cloud-based platform.
The unified platform will serve federal civilian employees, HR professionals, and agency leaders across the U.S. government’s civilian workforce.
Federal officials expect the consolidation to reduce taxpayer costs by more than 90 percent while improving efficiency, security, and service delivery across government agencies.
CACI President and Chief Executive Officer John Mengucci said, “We have already demonstrated that we can deliver complex HR modernization across the federal government.”
Mengucci added, “We will apply that experience to help OPM build a secure, modern platform that strengthens data quality, improves the employee experience, and provides the reliability and security federal agencies expect.”
CACI will support the development, deployment, and implementation of the Oracle Fusion HCM SaaS solution, which features embedded artificial intelligence, standardized data exchange, and continuously updated privacy and security protections.
The award builds on a prior collaboration between CACI and Oracle on the Army’s Integrated Personnel and Pay System, known as IPPS-A, which now supports more than 1.1 million soldiers and was the first successful modernization of the Army’s personnel and pay environment after decades of failed attempts.
The OPM contract expands a long-standing partnership that already spans the Global Combat Support System for the Marine Corps, the Defense Agencies Initiative, and the U.S. Air Force’s Defense Enterprise Accounting and Management System program.

The contract represents a significant step in applying proven large-scale federal HR modernization experience to one of the broadest transformation efforts across the civilian government workforce to date.
